Guidelines to be followed by Major Port Trust for private participation in the major ports

Constitution of an empowered committee on innovative proposals in port sector

  1. There are cases where entrepreneurs come up which innovative proposals for creation of facilities at ports which have not been conceived by Port Trusts. In such cases a decision needs to be taken as to how to proceed with such unsolicited Innovative proposals.
  2. Whereas a technical Committee under Development Adviser (Ports), Ministry of Surface Transport has been set up to evaluate such proposals and make its recommendations as to the feasibility of the proposal, it has further been decided with the approval of the Cabinet that an Empowered Committee comprising of the following be set up to decide on further action on the recommendations of the technical committee:
  1. 1 Secretary (NOST Chairman
    2 Secretary (Expenditure) Member
    3 Secretary (Commerce) Member
    4 Secretary (Industrial Policy and Promotion Member
    5 Secretary (Environment and Forets) Member
  2. The Committee may coopt any other member or invite special invitees, wherever necessary.
  3. Ports Wing in t1OST will act as Secretariat to the Committee.
  4. The terms of reference of the Committee will be as follows:

(i) To consider the recommendation put up by the Evaluation Committee headed by OA (P) on innovative/unsolicited proposals.

(ii) To decide whether the concerned port should purchase the innovative/unsolicited proposal and what price should be paid for the concept.

(iii) The Committee should also decide whether instead of the port purchasing the concept and thereafter inviting bids, the entrepreneur making the offer could be allowed to create the facility (ies) on BOT basis.
